Queensland tenancy law only permits landlords to pass on water usage costs if the property is individually metered and holds a current water efficiency certificate confirming all fixtures meet the required standards. If you do not have a current certificate, you cannot legally charge for water.

What fixtures are tested during a water efficiency inspection?
The water efficiency inspection covers all relevant internal water fixtures, including cold and hot water taps at sinks, basins, and laundry tubs, showerheads, and toilets. Each is assessed against the required performance thresholds. A fixture that does not meet the flow rate or flush volume standard must be rectified before a certificate can be issued. Outdoor taps and irrigation systems are generally excluded from the assessment.
What are the official maximum flow rates for a property to be considered water efficient?
To meet Queensland’s legislative standards, fixtures must not exceed the following thresholds:
- Internal cold water taps: Maximum flow rate of 9 litres per minute at kitchen sinks, bathroom basins, and laundry tubs. If a tap repair or aerator replacement is needed to meet this standard, we carry common parts and can often rectify on the same visit.
- Showerheads: Maximum flow rate of 9 litres per minute.
- Toilets: Must be dual flush. Full flush not to exceed 6.5 litres, half flush not to exceed 3.5 litres, and average flush volume no more than 4 litres. As of March 2025, all toilets must also have a minimum 3-star WELS rating.
Bathtub taps, outdoor garden taps, and taps dedicated to appliances such as dishwashers or washing machines are currently exempt from flow rate requirements.
What happens if fixtures fail the water efficiency test?
If a fixture does not meet the required standard during the water efficiency audit, it needs to be repaired or replaced before a certificate can be issued. In many cases, a non-compliant showerhead or tap aerator can be swapped out quickly during the same visit, allowing the certificate to be issued on the day. How long does a water efficiency certificate last?
Water efficiency certificates in Queensland do not have a fixed expiry date. However, a certificate becomes invalid if a relevant fixture is replaced or altered after it was issued. This means that routine plumbing maintenance involving fixture replacement can inadvertently invalidate an existing certificate. It is good practice for landlords to obtain a new certificate after any plumbing work that involves replacing a tap, showerhead, or toilet, and before the start of each new tenancy if any such work has occurred.
